Paul, I'm assuming this is Win7 or Win8. Even though it installed .NET4, check in "Programs and Features" -> "Turn Windows features on or off" if "Microsoft .NET Framework 3.5.1" is enabled. This provides the backward compatibility for all the versions of framework supported on Win7/8. It's amazing the number of things that require it. You shouldn't need the HTTP bits hidden by the +.
Also I'd recommend running M$ update because .NET4 has had recent patches.
Lastly, installing old versions of framework on Win7/8 is a no-no, except maybe 1.1. It usually takes a repair to fix things. eg
