anyone know what this is
It has an IDE and power connector in the back so I would think it has something to do with a HDD

Yep I think you are right at first I thought it was something that goes into the floppy bay in the computer but now I see the light.

I reckon its just an old bit of junk without the powersupply
and other in'ards
. It probably was at one time a case for an external IDE HDD.
I have a couple of very similar items here.

I think Badger is right, it just junk nowadays.
It will cost you more to buy an IDE disk than to replace it completely with something new.
