So what is he going to hire a staff to chase down every kid that builds a snowman he would need to be able to get around like Santa for that. Just how is he going to enforce his patent

It isn't a spoof. I just did a patent search on the USPTO web site and found it. Just plug the patent number (8,011,991) into the search engine: http://patft.uspto.gov/netahtml/PTO/search-bool.html

Another fine example of how broken the US patent system is...

It doesn't seem to describe a snowman per se though, but rather an invention to simplify the construction of snowmen compared to the traditional method.
