on / off switch on Tasco Iluminova 40-114675

Is there an on / off switch on Tasco Iluminova 40-114675 telescope? Also I cannot figure out how to change batteries. I just bought this from a neighbor and cannot figure anything out. It is so dark so there must be batteries and an on off switch. Please help
