The Bi Annual Camp is at Crystal Lake Cabins. Be aware that the facility is held on a private lease so it is not open for use outside of the camp. As John said the observatory site at Kens place often has people there on the Fridays around new moon and if you join the SVAA you can go there whenever you like.
There is a recreation reserve but not 100% sure where it is, I think it is closer to Carngham. Usually camping is not allowed at recreation reseves without permission. Best bet if wanting to go is to contact Ken, his number is 0418 425207 and the website is here
