The spots you see in this image are on the actual surface of the mirror. You can't see anything when you use the scope, but I assume they are reducing the light transmission at the very least.

My best guess is, that living in A/C in Singapore, I sometimes didn't let the scope reach ambient before unboxing it for use. Moisture condensed on the cold mirror and whatever was in it has etched the mirror surface.
