In a way I think it is a smart decision on NASA part. Probing the outer planets presents much more challenges and Venus will provide challenges not encountered with the Mars missions and be closer to home. Once Venus mission has been conquered NASA will be in a better position to venture further out. You have to admit that the New Horizons mission was in part a big gamble, one that paid of big.
