I had not heard anything specific about early secure speech transmission so was never prompted to research it although I had some interest in it.

I read through the NSA report but did not watch the video. As far as I know the "Greenhornet" system is still the basis of secure speech but by the time I was involved the 40 tons had been reduced to 40 ounces.

My lack of basic knowledge was probably because I was only interested in getting the equipment to work reliably and this did not require delving far into the key generation. For 15 years I looked after the Navy's secure speech requirements and in a couple of exercises where my side was the enemy I used my specialised knowledge to "cheat" a little.

If you are interested we could talk sometime about the problems we had.
