The camera can be water cooled, this only requires appropriate hoses, pump and reservoir. I have not used this feature.

The TE cooler has no problems cooling 30C below ambient. The spec's state that 40C below ambient is possible with water assist. I don't know why you would want to bother with the hassle though.
