You can't go past SAOimage DS9, currently in Version 7.2

For quick image transformations to various scalings, and a quick "look see" at what is in the image, this is a very efficient tool, and it is free.

It does not use the "thumbnail" approach, but it is very fast at displaying files.
(I think of it as being sort of like IrfanView for fits files; so efficient that you can quickly view files and you almost don't need to use thumbnails)

It is often used by professional astronomers because of its ability to quickly display the image in very many different ways; the way it works and the tools it offers are very different from what you find in image processing software which is designed for image processing by amateurs, but it is a wonderful piece of software which is a polished and complete product.

It is essentially designed to work fluidly and very quickly with the fits format, rather than offering interconversions between file formats.
