Not sure about Enamel Topcoat on stainless without a primer basecoat
Would use a primer that suitable for stainless steel.
Could use something like an Epoxy primer that also for stainless steel or Dulux Metalshield Etch Primer Spraypak.
Instead maybe a Epoxy flat black paint suitable for stainless steel that doesn't require a primer.

Suggestion: Could first clean stainless with Prepsol, then sand with 320 non-silicone sand paper (for paint to adhere better), then clean again with Prepsol, then wait about 15 minutes for any residue of cleaner to dry before Painting.
Clean with Prepsol first because sanding any contaminants on surface could cause them to spread and embed into sanding marks, harder to clean before painting.
