actually i see it the other way around, thelarger exit pupil of a binocular in a 7x50 eg exit pupil is 7mm , under heavy light polltion the human eye will not dilate to this level but will stay at 4-5mm -therefore the 7x50 is effectively wasting light gathered, a 10x50 glass is more effective.
