There is only one way to test upload and download speeds. Use a timer to check the time taken and divide the file size by this. It will surprise you what your true speed is.

I used to get complaints on Unwired about download speeds. I gave them a test procedure that involved down loading a file direct from the ISP and the time it should take for their design speed. In 9/10 times the slowdown was not from the ISP but general congestion on the internet.

My uploads are to my web server. The maximum speed I can expect is 100KB/s. It usually times at between this and about 33KB/s.

Latency is a different problem and will depend on the time delay though a connection not its speed.
