Bo I had a problem like this after upgrading a PC running XP and although I never found out what caused it I didn't really care once the USB ports were working.
All I did was used the USB to Mini-DIN adapter that came with the Microsoft USB Keyboard and Mouse I bought as part of upgrade. Once I had remove it from using the USB devices the USB ports worked and the MS USB mouse was fine too.
I had no further problem til I upgraded to Win7 and my USB WiFi modem now gives intermittent problems.
