With grasses, it's usually hours of direct sunlight per day, so "part shade" in that case is something like 2-3 hours direct sun per day for decent growth, assuming it's a species that'll survive in those conditions. Some grasses don't tolerate shade but most (all?) thrive in full sun.

For other plants, I don't know, but I'd guess it's hours per day, unless it's some rare and delicate plant from the floor of a rain forest or similar.
