if your 4mm shows detail that is razor sharp then the seeing is great! 8/10 or better
if your 9mm looks pretty good, but still you can't seem to get a similiar view from your 4mm then the seeing is ok say 5/10
if your 9mm is not looking great and the image wobbles within itself and the bands come in and out of focus, then the seeing is very poor sat 1/10 or 2/10.
i always check the twinkling of the stars. if they are twinkling like crazy even up hiugh above your head, then the atmosphere is really shifting around. if they are dead calm and only twinkle once a second then you know you are in for treat
