To me it appears its a sarcastic hit at bureaucrats and a big subtle hammer at creationists. Particularly considering that the movie was released 3 years after the cuts in government funding for SETI.
It has some reasonably informed script contributions and the story line is easy to follow.
If you have not seen it. Its worth it on a rainy night.
