The reason the USA sceptics give is, " Obama has claimed to have spent billions on the project and is really using the funds for ulterior purposes.".

Yes I agree the reasoning lacks substance. However that is the level of their logic. I shudder with goose bumps to think that many of these people have driver's licences.
