I picked up a pair of 7x50s at the local discount shop last year, yes they have a decent amount of CA, but for $10 they actually work suprisingly well. I had a look through them in the shop before I walked out to make sure they focused etc.
I also picked up some 9x70s in a Shanghai market about 5 years for $40, again worked really well for the price.
