Hi , are you sure the chip is burned out? ,
Try this , as it happened to me a while ago , Pull the hand controller apart ( 4 screws at the back ) and at the top right hand side there is a slot that a ' Micro SD ' card slots into , pop the SD card out and reinsert.

They have a habbit of comming loose and the computer wont boot up without it sitting properly in its slot .
Give it a go , it may help ?
