We learnt from experience that on the rare occasions we had to take "firm" action, that a brief post explaining the mod's action and requesting that no more discussion of the issue be posted, was usually accepted by the members more gracefully than when no explanation was forthcoming.

Same thing here.
As a Moderator in Cloudy Nights any action I take on a member, I have to PM the member and explain why the action was taken.
I suppose it's just good manners to do so.
Otherwise the offender doesn't know why it happened and will react.
In doing this I have never had a bad reaction from anyone I have moderated
