Hey Warren,
It looks like the angle from 90 degrees, meaning if you START from the mount tipped over so it is horizontal (90 degrees angle from the head to the tripod.
If you want to set it to an angle of say 22 degrees for Mackay, then subtract this from 90 and that leaves 68. If you tip it to 68 and measure the angle with a protractor from the horizontal, you should find the mount is at 22 degrees tilt.
That's my take, make sense? I could be wrong, however....
