Strange. I've used Belkins (WinXP and Win7 64 bit (using Magic Control Technologies driver)) on 3 different Toshiba lappies over the years to control my Sirius/Maxdome observatory without difficulty.
Lots of people say the Belkins are flakey though. The only apparent issue with the Belkin for me was that its protocols/handshaking weren't good enough to do a firmware update on Maxdome.
I've now changed to Keyspan and the unit worked first time out of the box (Win7 64 bit driver) for Maxdome and Robofocus.
