Trying to hammer them with a flood of complaints is not necessarily the best way to get it sorted, you may get labelled a 'stirrer' regardless of how valid the issue is.
I'd go down the 'Authorities' route first but certainly enlist help from locals where possible.
It does look bad btw. The glare would almost effectively blind you to the corner as you approached. Good luck with sorting it.

True that; my sentiments exactly. Although, rather than us, those not located there, complain about about the actual light, we could all send him some information regarding LIGHT POLLUTION.

When I wrote to my local member of parliament I included articles on "dark adaption" and why white light was our enemy.
