That may be effective IF the sender is affected by the sign but I think just a bunch of random senders (me for example on the other side of the ditch ) is just going to make the whole thing a bit of a joke.
Trying to hammer them with a flood of complaints is not necessarily the best way to get it sorted, you may get labelled a 'stirrer' regardless of how valid the issue is.
I'd go down the 'Authorities' route first but certainly enlist help from locals where possible.
It does look bad btw. The glare would almost effectively blind you to the corner as you approached. Good luck with sorting it.
