Astromart is the site for used gear, no doubt. I have had a bit to do with it, and love it.
Most "ConUS" only stipulations are sometimes overcome by a simple courteous e mail asking. If not, then respect their wishes, weird as they might be, and move on.
PayPal is another kettle of fish. It is convenient, and easy to use, but costs, same as anything. If you are a buyer then it doesn't cost, unless the seller smacks you the fees (usually about 3%). If you are the seller then you nett a lesser amount as has been mentioned above.
