I think that what the guys are saying is that what appears to be a "decimal" value following the 37 is not actually a decimal value, but is in fact the value in minutes from 00 to 59 minutes.

So, if you are at -37.88 in decimal, then 0.88 x 1 deg is the same as 0.88 x 60 mins = 52.8 minutes.

Therefore, decimal -37.88 is -37deg 52.8 mins.
