Mainly just movement/turbulence in the atmosphere ... exacerbated when you're looking at something at fairly low elevations because you're then looking through a lot of atmosphere.
Jupiter was the same for me last night ... occasional glimpses of clarity but mostly like it was underwater as the others have said. It may have improved later in the night as it got higher in the sky ... but I was having something of a dew issue and was falling asleep anyway ... so I went to bed
