Complain to the Council about the lights impinging on your privacy and affecting your sleep cycle
or send them an offical looking note on Governement letter head about Carbon Tax, how to reduce the amount you pay,
1. Turn out lights when leaving a room
2. Do not have lights on in empty rooms
3. Place security sensors on all outdoor lights
4. Use lower wattage globes
