What numbers are on the chips?
It appears to be a power supply, and with the variable control I would say you are correct. Looks like the cable out would supply a voltage (possibily Pulse Width Modulated) in to supply a motor, forward and backward by the look of the center taped transformer.
It's kinds of hard to say though without being able to see the connections and the board what voltages come out and where they come out, as there is two transforms one 12v center tapped and one 15v
The extra power plug is just there to plug 240v things into I would say.
