From what you'll have said, along with the very helpful screenshot which Dennis supplied, I've concluded that the night vision mode isn't available on the Enthusiast version. 
The manual I'm reading I guess covers Pro as well.

It’s a little disappointing that the folks at Starry Night did not include the night vision mode in the Essential edition.
If you are a whiz at Windows, I’m sure that you could create a night vision scheme by going into “Display Properties” then selecting the “Appearance Tab”.
It looks like you can then change the colours of the Desktop and the Menus and save the Colour Scheme as your own personal night vision scheme!
Be careful though; make sure you don’t over write the default schemes that shipped with Windows!
