It's always a hoax. I've been subject to plenty of random friendings and what not by spammers.
I've had the displeasure of chatting to someone who couldn't remember if they had entered a UK lottery and thought they better pay the $1000 fee just incase. I'm glad I haven't seen that person again, they're lowing the IQ of the global gene pool.
