The Plug-Ins for Photoshop (I have CS5) are from onOne Software which I purchased at a discount some time ago. Generally these plug-ins are quite expensive for a hobby photographer but when these companies have a heavily discounted promotion running, sometimes as much as 50% off, they become more affordable, especially when the Au$ is strong against the US$.

I purchased the onOne Suite for the Fractals application to play around with up-sizing photos and there were 3 or 4 other plug ins included, one of which offered the portrait skin smoothing effect with the added frame.

The same effects can be obtained using standard Photoshop tools where the skin can be softened and made to glow by using skin smoothing techniques based on blur filters.

You could probably find an on line tutorial showing how this is done if you do a Google search using keywords such as Photoshop skin smoothing. You can then sharpen the eyes on a separate Layer as clear, sharp eyes really make a portrait pop.
