An interesting idea, however the little I've just read suggests they will not work in an arid climate. Arid climates are characterised by potential evaporation exceeding precipitation (termed a negative water balance). In such a place any dew that collectes at night would be lost in the day. In fact in arid areas dew is quite rare.

However in the Phillipines the situation may be more favourable, though perhaps not as good as the English downs that seem to be their prefered location.
