Rather than, "
No reasonable explanation comes to mind", this sounds to me very like an atmospheric mirage effect reflecting distant vehicle lights. Unfortunately, witness reports so far say nothing about weather conditions at the time.
The possibility of pranksters with lasers, spotlights or pyrotechnics cannot be discounted either, particularly on a night when a large potential audience would be outside gazing at the moon.
