Not quite. Webber left exactly one car width for Vettel on the left, no more and no less than he's supposed to give. However, after Vettel had gone ahead of him (to the point where Vettel couldn't see his car anymore) he was supposed to yield the race line to Vettel, which he didn't. Vettel had no reason to assume Webber wouldn't yield the race line after being passed.
RBR's assessment is correct, from what I've seen.
