I honestly fail to see the massive issue.

As the seller, you simply say no.

You're likely to always get people who offer less than you want to accept. And then there may also be people who offer WAY less than what you want to accept.

Say no, ignore their email, mark it as spam.

Is there something I'm missing?

It's completely different than a SELLER trying to offer something that's OBVIOUSLY too cheap / too good to be true. It's already been discussed in the Website Feedback forum in the last few weeks.
