Did you re-install windows after the HW rebuild? if not then it will be a driver compatibility issue, you will need to check for updates for all the individual components for your motherboard, most likely video drivers.
If you did re-install windows then again check for driver updates?
Best value, get a HDD partioning tool, create a D drive (you might have to do this in chunks as you only really want something between 15-20Gb for C drive), move all your data and application source files onto it, redirect My Documents to your new partition. Now you can blow away your C drive anytime and clean install windows with all your apps in about 2hrs, while keeping all your data intact. I do this once a year to keep things in tiptop shape, think of it as putting your computer on a diet to lose those extra kilos after winter.
