Why would the aperture get smaller as the morning comes? Aperture should stay remain the same throughout as it is controlling the depth of field.

Shutter speed and ISO complete the rest of the exposure triangle and should be the only two variables that need to be changed.

Of course you are correct.

As the morning got brighter however, I still wanted to get motion-blur in the water for that silky effect. That counts shutter speed out. ISO only goes down to 100 so the only thing left if you want to squeeze a few more off before you go is aperture.
