That's a lot of water -- it rained all night so it's no surprise that it's a raging torrent.
Why would the aperture get smaller as the morning comes? Aperture should stay remain the same throughout as it is controlling the depth of field.
Shutter speed and ISO complete the rest of the exposure triangle and should be the only two variables that need to be changed.
