Yep, 1.3/0.22 Mbps is indicative of a 1500/256 Kbps ADSL connection.

I'm on a RIM so can't get ADSL2+, even though it's cheaper. waa waa.

It's in any telecommunications company's interests to serve you as soon as they hear from the TIO -- the TIO is free for us, but, it costs the telco a lot of money. From memory, when I did my short stint at Optus, I recall them saying the first call costs a couple of thousand dollars to resolve with the TIO, and, it just goes up from there. So, giving you a couple of hundred dollars in credits is pittance compared to what the TIO would take them for.
