If Windows is trying to boot up in a bad screen resolution it can't handle, just go in into Safe Mode Menu (F8) and select 'Enable VGA Mode'.

This will default windows to 640x480, whereby you just change your video setting again to your own preference when windows starts.

If you can see the BIOS POST screen and Safe Mode Menu; I doubt the graphic chip is fubar, which you've mentioned you could load safe mode already.
