I'm going to go out on a limb and dis-agree with others here. Out of the two crops I prefer the first. The second looks like a sightly dramatic version of a stock-standard sunset.

IMHO I believe the strongest point to this shot is the unique colours present in the water. The reason I don't not like the seconds crop is because you loose that lovely gradient there.

I agree that you need more of the sky to appreciate the gradient / colours there yet not at the degredation of the lovely gradient below. I believe the water gradient is stronger than the skies.

In the second image the top third of the sky is not strong. I would crop, 1/3 off the top of the second and 1/3 of the bottom of the first shot.
The image I would like to see is right in the middle of those two, which would include both the skies strong points and the water.

I stick by my opinion and believe number 1 has stronger elements.
Just MHO though, take it as you will.
