This is to protect the IceInSpace Administrators and Moderators from any legal action that may arise as a result of something an IceInSpace member has posted.
Rule #18 added:

When creating a new thread, please ensure the thread title is descriptive of the content of the post.

This allows people to be more informed about their chioce of whether to open and read the thread or not, and make the life of moderators easier.
