This is a daytime phenomenon. When your clocks pass 6pm the garage door of the sky (aka cloud) closes so the blue stuff doesn't get stolen.

I think this is a generalisation of the buying astronomy gear weather theorem. Attempting to perform any astronomy related activity out of doors causes cloud or rain.
