I think so Bruce, I had a quick read on the Office of Water website and there are different categories for irrigation of livestock and crops.
There is also a section about harvestable rights which is a free entitlement.
I only had a quick look but I think I'm safe, I hate to get hit with a back payment bill for the last 12 years.
