Yeah I forgot that case: when the road is wet.
In most cases when doing the speed limit there's absolutely no chance you're going to stop the car before that red light. Better get flashed on amber than die skidding in the middle of a wet intersection with a car pile up behind you and on-coming traffic from the sides.
