Looks like that bee is having a bad day.
Did you scale the image before you saved it? Rather than reducing the quality until you hit the desired size, scale the image until you can get at least 90% quality, preferably 95%, and fit under the size limit.
Even then, some images will still be acceptable at lower quality than others.
