If the fan plugs into the video card itself then if the power on the card is not working, then neither will the fan. It could be that the fan got clogged with dust and stopped, which caused the card to overheat and then it failed.

Have you tried to remove the card, blow out the dust and then replace it? Try that, and if still no joy, I think it might be time to but a new one.

Hey thanks Chris yeah the fan plugs in the video card.
I gave it a good clean out but the fan still wont spin so im guessing its time for me to go video card shopping tomorrow
