Im easily confused, thanks for clearing that up Mike.
If the BMC council gives the ok for camping and without actually seeing it the Blackheath site seems to meet all the requirements and some, except maybe the distance - out of peak hour easy 2hrs from Sydney CBD.
I reckon the trip alone is worth the effort but then Im biased.
